فِيهَا يُفْرَقُ كُلُّ أَمْرٍ حَكِيمٍ
Therein [i.e., on that night] is made distinct every precise matter -

Most scholars say the "blessed night" is Laylat al-Qadr in Ramadan (see 97:1); some said it is the middle night of Sha'ban.
